How to make flavored tea in tea bags?

Currently I have this proposed sale when our group was asked to design a product and then present it to a class. Our group thought that'll produce tea flavored tea bags. The thing is, we don 't know to put the flavor in the leaves of tea before we put them in tea bags. Can anyone help me with this?
